What is evaporative cooling and how does an evaporative cooler work?
Evaporative air coolers do evaporate water to cool the air, by sending water from a built-in water tank, and by the means of a small pump, onto a vertical aerated structure behind which a fan pulses air from the room.
Such water movement, combined to the airflow of the fan, speeds up water evaporation, which in turn, cools the pulsed air by a few degrees, usually between 3 to 5 degrees Celsius, compared to the room temperature.
These air coolers do not use any compressor or refrigerant and just need tap water, and optionally, ice.
Below is how both a portable classic room air conditioner and an air cooler compare.

Classic compressor air conditioner vs. air cooler:
The classic portable air conditioner uses a compressor, and therefore, generates heat from its condenser, which in a split unit system, is located outside the room. In this case, because all the A/C components are inside the room, and because classic air conditioners only work with the window closed, it is mandatory to evacuate hot air from the room like shown in the below picture.
This requires opening the window and fitting some covers and accessories (usually provided with the A/C unit, like in this case). These air conditioners provide more cooling energy than the air coolers but require more power (roughly 3-5 Amps continuously). The evaporative water cooler has no compressor and does not generate heat when used as a cooler. Thus, there is no duct and, it just requires a power socket.
Such coolers do not produce the same cooling power as the ones with a compressor, reason why their electric consumption is 10 times less. They can only cool the pulsed air by 3 to 5 degrees Celsius meaning they cannot change the temperature in the room, just send some cooler air, and this only works in dry climates, since water has to evaporate. Do not buy air coolers for your home near the seashore, rather a simple fan. In all cases, when using these coolers, window must be open. Their water tank is usually enough for a few hours of operation (3 to 8), after which you have to refill the tank with tap water. The tank is indeed withdrawable. Some models include a second tank on top of the unit where you can put ice to slightly increase the cooling efficiency and prolong the cooling duration. How to use air coolers in a room
As you can see in below images (courtesy of Wicolo), the evaporative air conditioner must be close to its use. You cannot have it away from you like a classic air conditioner which is wall mounted. As a matter of fact, you benefit from its cool pulsed air, not because it will reduce the room temperature. Also keep in mind that these coolers only work with the window open.
