Kids bikes of 12", 16", 20" and 24", can be used by younger siblings until the youngest requires the 26" bike, which is considered as an adult one already.
While 12" and 16" wheel bikes cannot be upgraded for another use, the 20" kids bike is ideal for such upgrade and can be fitted with a higher seat and a higher handlebar so an adult can use it.
That same upgrade includes increasing the distance between the handlebar and the seat.

Replacing the seat stem of a bicycle with a longer one
Longer bicycle seat posts are commonly available in sports and bike stores, also online.
Stems of different lengths are available, but for transforming a kids bike into an adult bike, you need a seat stem of some 40cm.

Remove whatever accessory on the old seat stem and take out the saddle.
Refit them to the new longer stem, and adjust the saddle to the farthest possible distance from the handlebar, by sliding it backward to the max, prior to tightening its nuts.
Try the seat for checking the height and fix it with the locking handle or nut.
