These PEX sleeves are running all along the route from where the PEX collectors will be fixed to the place where each radiator of the central heating system will be later installed.
The intent is to provide a sleeve for the PEX tube all along the length of the latter in order to allow for its replacement at any time, simply by pulling it out of the sleeve.
Ceramic tiles will cover the sleeves.

Fixing the PEX tubing sleeves to the wall
Channels of the galvanized slotted type, also called "Unistrut" or "Strut C-Channel" will be used to fix the PEX sleeves to the wall, where the PEX system collectors will be fitted. It is important to fix first the channel in order to hold each sleeve upon installation.
Special tube holding clamps are used to hold the PEX sleeve to the strut channel as shown further below in this pictorial.

Hot dip galvanized and slotted 25 x 25x 1.5 mm strut channels are used here. This source in particular supplies the channels in 2m length but it is possible to find longer channels in the market.
The tube fixing clamp which exists in different sizes, 1/2", 3/4", 1", 1 1/4", etc. is of a very simple use.
It comes in two parts so it holds the PEX sleeve or any other tube from each side.
You just insert each part of the clamp into the C-Channel as shown, slide them to where the electrical or plumbing tube is to be fixed, then tighten the bolt that holds the two parts together on the sleeve.
Once tight, it doesn't move anymore on the channel, i.e. you can no more slide it.

The PEX sleeves are simply fixed to the concrete slab with common one-screw clamps also used to fix different types of tubes, but are commonly used in EMT electrical tubing applications.
Since more sleeves where installed, and because the width of the available wall is not enough, another strut channel has been fitted on 8mm threaded rods, away from the first layer of sleeves, to accommodate a second layer as shown below.
Once the floor tiling is completed, the PEX sleeves would have provided a mean to pull the PEX tubing up to each radiator of the central heating system and later, for maintenance, a mean to replace a tube by simply pulling it out of its sleeve then pushing a new one in.
