Put the flour in a bowl and add the corn oil little by little while stirring.
Keep adding corn oil until obtaining a smooth and thick paste as shown in the middle picture.

Pour the hot milk (not boiling) onto the flour paste in a cooking pot and keep stirring while cooking the sauce on medium heat until it thickens. Add the cooking cream and the ground white pepper while doing so.

Little by little add the vegetable stock and keep stirring and cooking until completely integrating the stock to the sauce. You can also use chicken stock if your grating will be chicken based. Add salt to taste.
Pour the hot Bechamel sauce to your favorite gratin ingredients and bake it in a pre-heated oven.
Add grated cheese, reverse the oven heat to the top and continue baking until the cheese turns into light brown.
