How venetian blinds work
Horizontal blinds are made of tilting slats controlled by two separate sets of ropes:
- A string ladder which holds the blades (slats) at an equal distance from each other and allows to tilt them when rotating the wand
- A lift cord (pull cord) that goes through oblong openings in each of the slats

Freeing the horizontal louvers (slats) of traditional blinds
Replacing the blinds slats requires pulling out the lift cord, since it crosses them.
Look at the bottom of your blind and you will find a plug that you need to remove for accessing the lifting rope.
Use any tool like the curved needle shown in the right picture below to pull out the knot.

Undo the knot and pull out the lift cord through the blades (slats) of the blind.
You do not need to remove the lift cord completely.
If you're replacing a slat, take out the rope from the blades below the broken slat that needs replacement.
