Saltpeter removal from walls
Use first a spatula to get the rid of the peeling paint so the saltpeter is completely uncovered, then wetten a cloth with white vinegar and wipe the affected areas of the wall.
Keep pouring vinegar on the cloth while cleaning the wall and removing the saltpeter until done.
If needed, use a brush to clean remaining traces of the white powder on your wall.

Applying water based paint to the wall
Use water based concrete sealer paint on the cleaned wall.
Sealer for concrete is available in transparent or white, the latter can be diyed to the required color.
